I am using the Secure TCP component and use client certificate authenticion from an ASP page. To get it to run I had to set an IIS page property Directory Security and set Anonymous user to someone with Administrator rights who also have cerrtificates installed.

Problem: This only works as long as this user is also logged on locally!

Any clues?

You can't use Client Certs with ASP. ASP does not have rights to access the certificate.
