Using Filezilla to log into a particular FTPS server, I get:

<< 220 <<<Connect:Enterprise UNIX 2.4.02 Secure FTP>>> at xyzcorp FTP server ready. Time = 08:59:47
>> AUTH SSL
<< 234 AUTH TLS-P/SSL OK.

...after which the session proceeds normally.

Using the Dart sample FTPS client program with Explicit Normal and PASV set, I get the same thing, but right after the 234 message, the connection drops with "The client and server cannot communicate, because they do not possess a common algorithm."

Any clues for me?

Oops, not exactly the same... with the secure FTP component, I see:

<< 220 <<<Connect:Enterprise UNIX 2.4.02 Secure FTP>>> at xyzcorp FTP server ready. Time = 09:20:21
>> AUTH TLS-P
<< 234 AUTH TLS-P/SSL OK.

...and then it dies.

Hello Rick,

Try setting “Protocol” property to an appropriate constant and let me know about your observations on the same.

Amit

I've tried it with the Protocol property set to every possible value: secureAuto, secureNone, securePCT, secureSSL2, secureSSL3, and secureTLS. Each one results in the same "cannot communicate" error.

I have the Authentication property set to atExplicitNormal.

Hello Rick,

It seems that you are using an older version of the control, so I would suggest you to please install the latest version to check if you are able to connect to this Server or not. You may download a trial of PowerTCP SSL for Active X from following location:
http://dart.com/ptssl_trial.aspx

Please note that installing a trial will remove the license from that machine. I would suggest you to install this trial on a test machine and let us know if you require further assistance/clarifications.

Have a nice day.

Best Regards,
Amit

I installed the latest version at the link given, which was SecureTCP version 2.8.3.7, on a test machine. I tried all the above values for Protocol, and none of them worked, alas.

I'm going to try to get a test account for you on the server in question, in case you want to try your luck. Let me know if this would interest you.
