Is there a way I can work around getting the error 12045? I don't want to have the client install a cert, I just want to be able to have the program ignore the error and continue. Is that possible? I set the security to 63 (httpIgnoreCertNameCheck + httpIgnoreCertDateCheck + httpAllowRedirectToHTTP + httpAllowRedirectToHTTPS + httpIgnoreUnkCertAuth + httpIgnoreCertRevocation) but I still get this error.

I saw that post, are you saying that I should set the security to 17 (httpIgnoreCertNameCheck + httpIgnoreUnkCertAuth)?
If I am setting it to 63, wouldn't that include these two options?

Yes. That's the same thing. Can you give me a url that I can get with the PageFetch sample that gives this error?
