I am developing an online help tool ( something like webchat)in VB.net (asp), purely webbased. i mean no downloads or alert messages on the client side. i know the "Power of TCP" but i am not supposed to use it since it can be blocked by Security softwares. Will PowerTcp help me?

You may want to take a look at PowerWEB LiveControls for ASP.NET. These are a suite of ASP.NET server controls that communicate with the server without refreshing the page, which would allow you to build a chat-style web app. Also, these controls are cross-browser compatible, so there would be no security warnings.

For product info: http://www.dart.com/powerweb/livecontrols.asp

To view a live demo of the type of stuff you can do with LiveControls:
