I'm attaching to an FTP site that supposedly doesn't request a client side certificate. If I don't setup a client certificate, such as the test Dart one, the SSL negotiation fails. If I do provide one, the negotiation works and the connection is made. Is there something that I could be doing in my code that would cause the ftp site to request a client certificate or is this strictly a configuration setting on the ftp server? I don't know what ftp server this company is using yet.

No, there is nothing you could do with the control that would cause the server to behave that way. I suspect that the site requires client cert but the people who configured it aren't aware yet.
