Topic: Problem with ActiveX registration called from .net dll

I have a com interop dll accessing the DartMail.dll and the .net dll's were created from the original registered files and have been registered online. This works fine on the development machine, but when I try to distribute the program to another computer, using install shield, I get this error:
(-2147221230)Class is not licensed for use from <.net Com Component>.

I thought this could be freely distributed.
What is the problem?

A DLL will not compile in the license information. You may have to have add a license to all of your targets. See "Distribution under internet information server" in the Online help for details.

This may not work though. Technically it is against our licensing agreement to create a control that can be used for development purposes.
