I am trying to use the ListView sample and when the 'AUTH SSL' command is sent to the FTP server, I received the following error: 500 'AUTH SSL': command not understood. I am unable to use Explicit security and can only use the ExplicitControlOptional security option to connect. If I try to use Explicit, I receive an error message that reads: Explicit SSL encryption not supported. I have a valid certificate on my server that I created with Microsoft Certificate Server. I also imported the Dart Certificate and this seemed to make no difference.

Any suggestions would be greatly appreciated.

It sounds to me like that server does not support Explicit. Are you sure you don't have another server on port 990 that is Implicit?

That server does not support SSL. You can use our FTP server if you want, but you won't be able to do SSL with IIS FTP.

Which FTP Server product of yours would I need to allow for a Secure FTP Server?

There's one in the SSL tool. It's not a .NET component, it's an ActiveX control, but it will work in .NET.
