I am trying to move an application I did on NT4 to a new Windows 2000 machine. I understand that the certificate manager that ships with SSL tool won't work with Windows 2000. Is there another way I can create the request?

You could use IIS Administrator to generate one. If you don't have IIS, you could export the cert from the NT4 machine, then use MMC to import it on the 2000 machine.
