I don't find a way to enforce PowerTCP use commands "REST size" and "STOR name". When I try to send this command directly to FTP protocol, I don't take control by data stream... Another reason is that it allows you to resume uploads even on servers that don't support REST. There is no way for you to modify this behavior.
