With the new ProxyType settings in the current release if I want to FTP using HTTP what Type do I use?

You wouldn't use an FTP control to do HTTP transfers, you would use an HTTP control.

We have that product as well. It's called the Web Enterprise Tool.

What would it be used for?

Would it be needed to post a web site or could you (is that done) by using FTP?

When you transfer files with HTTP you use PUT (or POST) and GET. You are describing two separate protocols that are not interchangable.
